Don't its not safe for you to be exposed to weather that cool. But what I do is that I wear boots to where ever I have to go and keep my heals in a bag. Then in an appropriate place like a bathroom, change them when you are indoors

depends on how deep the snow is! if its under an inch, whatever heels you have are fine. 1-2 inches i would wear close toed heels, and anything above that, boots. stinks but unless you wanna freeze your feet thats what it is

Depending on the width and size of heel, maybe the heel can be covered with a waterproof sponge material that can be attached to the heel.
