The question is confusing. I suppose it should be "ever" instead of "never". Then my reply goes on.
The moon always gets one half of its side illuminated by Sun. The Moon keeps orbiting around Earth and Earth orbits around Sun at their own speeds. Hence we see on full moon day fully illuminated half and see nothing of illuminated portion on new moon day. In the first few days after and before the new moon we see very small portion of illuminated half of the moon. Hence it appears as crescent.
