A variety of reasons:
Affordability - educational institutions benefit from economies of scale and often get good deals on fast internet
Opportunity cost - the faster the internet, the less time students need to spend on the shared computers, so more people can use the computers
Student satisfaction - can you imagine if the best institutions had slow internet?
Competition - once one educational institution gets fast internet, they all have to so they don't fall behind

a normal person has a DSL, cable or modem line, but colleges and businesses pay alot more for what is called a T1 or T3 connection. you may get a whole lot faster speed per computer but per month, it costs nearly $900.00
