A sanction can be several different things. A sanction is an order from the United Nations to stop a certain action. The action which can be stopped can be domestic or international. In this case, the sanctions are orders for other countries to stop certain trade and supply to North Korea. I am not sure if there is a sanction for them to halt their nuclear program, but it is within the bounds of the United Nations to order them to stop their actions. Violation of a sanction can be considered an act of war, and could result in such. The United Nations has lost their teeth in years past, so if a sanction was violated they would likely not take any physical action against the country which violated it.

UN sanction is an action taken against the country for violating International Law. This sanction is in a form of trade embargo, blockade or other valid methods against the country who was proven to have abused rules of the international community.

Usually an economic embargo of goods and services.
In Iraq it cost over 1,000,000 Iraqis their lives many of them children, many too young to even know they were Iraqi.

Under Chapter VII of the Charter, the Security Council can take enforcement measures to maintain or restore international peace and security. Such measures range from economic and/or other sanctions not involving the use of armed force to international military action.

The use of mandatory sanctions is intended to apply pressure on a State or entity to comply with the objectives set by the Security Council without resorting to the use of force. Sanctions thus offer the Security Council an important instrument to enforce its decisions. The universal character of the United Nations makes it an especially appropriate body to establish and monitor such measures.

The Council has resorted to mandatory sanctions as an enforcement tool when peace has been threatened and diplomatic efforts have failed. The range of sanctions has included comprehensive economic and trade sanctions and/or more targeted measures such as arms embargoes, travel bans, financial or diplomatic restrictions.

At the same time, a great number of States and humanitarian organizations have expressed concerns at the possible adverse impact of sanctions on the most vulnerable segments of the population. Concerns have also been expressed at the negative impact sanctions can have on the economy of third countries.

It can be..
Diplomatic sanctions - the reduction or removal of diplomatic ties, such as embassies.
Economic sanctions - typically a ban on trade, possibly limited to certain sectors such as armaments, or with certain exceptions (such as food and medicine)
Military sanctions - military intervention

UN sanctions are worthless.. and like everyone else stated.. it's basically just a slap on the hand telling that nation to behave.

It is exactly the same as a non-binding resolution.

It's a bunch of politicians getting together and saying that they are mad at you (or happy with you) for what you did.

As part of the sanctions, the UN can say that they don't think anyone else should be nice to you, or they think everyone should boycott you. It's then up to everyone else to decide if they want to follow that recommendation.
