I have normal to oily skin, with my forehead being particularly oily compared to my forehead (not my T-zone, because my nose is more on the dry side usually), and I absolutely adore MAC's Studio Fix Fluid. I had no luck with the Studio Fix powder/compact; in fact, I feel like it broke me out a bit, but Studio Fix Fluid is my holy grail foundation.
It is a liquid foundation with medium to full coverage, but the best part about it is that it is extremely lightweight and a little goes a long way, which means this product stretches your buck and will last you many, many applications. Because it is a medium to full coverage foundation, you can always build up to conceal more on days of bad breakouts or you can thin it out using Fix+ spray (or just use less!) for lighter coverage.
I absolutely love the texture of the foundation as well; it dries matte, which gives you this smooth, flawless complexion. If you apply using a fluffy brush like the 182 or 187 (MAC brush numbers), which resemble powder blush brushes, you'll get that airbrushed look seen in magazines. I don't feel like this foundation slips off my face at all, so it has great staying power as well. MAC offers a wide range of colors so you can find one that matches you best.
If you're wary of liquid, I really implore you to visit a MAC counter and get color matched for this foundation and ask for a sample to take home and try (yes, they do this); this way, you can test it and figure out if it's for you.
If you're looking for a drugstore alternative, L'Oreal TrueMatch and Maybelline's Dream Matte Mousse foundations are ones that are worth checking out, but I have less personal experience with those as MAC is my perfect foundation and I've learned not to dare stray!

I would try using an oil controlling lotion before applying makeup. There may be liquid foundations specifically designed for oily skin, but in general, liquid is a bit too heavy. If your skin is oily and it's not able to breathe properly through your makeup, it's going to trap the oils in your pores and encourage breakouts, regardless if the bottle says it's non-comedogenic. You might try using a powder that is designed for oil control, or carry around with you oil-controlling products like rice paper to help absorb the oils your skin secretes throughout the day. There's not much you can do about the amount of oil your body secretes, but drinking lots of water is great for anyone's skin. It can help flush out your body and your pores, keep your body running more efficiently, and therefore hopefully making the oil less noticeable.

Use Clinique foundation. They have special types made for each skin type and you can go to a Clinique make up counter and figure out what type suits you most. They have foundation especially for oily skin. I use their foudation and it stays really well, matches almost perfectly and looks natural.

Try Clinique's foindations. They have oil free foundations, just go to the counter, ask what they suggest, find the right color and ask for a sample to bring home. The sample will last maybe 2-3 applications. I would try all counters at the mall, like Chanel, Lancolm, Clarins and Estee Lauder, and see if they can give you a trial sample as well.

Well this might not be what you are asking about but get a foundation that is used for oily skin tones you could probubly find it at any of your local tores.

use a powder foundation (not the liquid kind) you can use a drug store brand, just read the ingredients and make sure that it doesn't have any fillers like baby powder in it that can clog pores and cause pimples.

You can use clensingmilk apply your face few minits (about 5 minuts ) and remove it with cotton, than you wash your face with cold water ( with soap)
