I think offering up your seat when someone else gets on is just a really polite thing to do, no matter the circumstances. People are so rarely polite to each other you could make someone's day, just by the gesture :)
Scenarios where I would consider it very rude *not* to offer up your seat would be....
~a disabled person
~an elderly person
~a pregnant woman or anyone holding a baby
~someone holding something heavy
~two people traveling together when there is only the seat next to you empty
And probably other scenarios as well.

When I see an elderly or a pregnant woman.
But then I'd always hesitate because what if I give up my seat to a woman whom I think is pregnant, only to be whacked by her bag and be told that she has a tummy because she downed so many Cornettos due to her latest breakup?

I would give my seat up for the elderly most definitely.
I would also give it up for a pregnant women as i know how that feels.

I prefer standing, but seats should be given up for the elderly, disabled, or pregnant.

I would give up my seat for a person with young children. I would give up my seat for an elderly person.I would give up my seat for a handicapped person.

Well you stand up if the person is very old
Pregnant
crippled
missing legs
missing arms
holding a child or baby
looks sick
even drunk maybe because if they want to throw up it wont be all over you & people hopefully lol
