It means nothing in particular.
Everybody does it, men and women.
Why not take the initiative and start discussing the appearance of other people in the restaurant. Start with talking about the girl he is looking at. Be complimentary about her and get his response. Then move on to talk about some guy that you think is hot and explain why you are attracted to some aspects of his appearance.
It isn't about fidelity, only about superficial attraction and your man will either get bored with the fact that it works both ways or try to upgrade his image.

It means that he has no respect for your feelings. Men look--they ALL look--not because they desire to cheat. They look because they are MEN--simple as that. They look, she walks by, they forget. On to the nex topic.
But when he constantly does it, one after another, in front of you--that's just rude and inconsiderate. And you should have brought it up after you left the restaurant.
But no time like right now! You need to let him know how you feel or he will continue to do this.
Very simple, not accuse him of anything. Just a plain "Hey, I know you look and that's fine but I'd appreciate you making the attempt NOT to look while I'm with you."

Well most of the time it means they like what they see. Next time it happens say something. Ask him how would he feel if you were looking at another guy like that.

It means he has lack of respect for you and for your relationship. It means that you'll end up spending the rest of your time with him, comparing yourself to others and feeling like you don't measure up somehow.
To the answerer stating you need to spice things up a bit, that is not accurate...him looking has nothing to do with you...it's about his inability to control his behavior.

It means that he feels is that your not good enough for him, that he feels that he needs to look at other women. If my wife did that, I would feel like I'm not good enough for her.

It's completely natural. I mean, its not like we girls don't check out hot guys even though we have boyfriends. Just don't think to much of it. Its not like he LOVES them. Its perfectly normal for people to eye others. Don't think too much of it, it happens, and it unavoidable. Just know that your man wants YOU, not them.
