I disagree with all these answers. The smallest city in the world is St. Davids in Pembrokeshire, Wales. It is smaller than the Vatican City (which is the smallest state in the world). As its website says St Davids is in reality just a village:- http://www.stdavids.co.uk/stdavids.htm
The reason that it the Queen granted it city status was due to the fact that it has a Cathedral.
