From Newsarama and Mutatis Mutandis.
Without preamble, Marvel has posted the following cover on its website with the question: "Is this the new Captain America?"
The cover seems to prove some fans right who noted that Frank Castle, aka The Punisher, was the man who picked up Captain America's mask at the end of Civil War #7. The cover on the right is Punisher War Journal #7, due in may. No further information about the image on the right was given.

Well, it's not like they didn't have a bad Cap before. Remember when Super Patriot was signed up to replace Steve Rogers. Johnny Walker actually killed someone while he wore the mask. The government later made him into U.S. Agent.
Frank Castle served the US government before, so if he is the new Cap, and the Government backs him, then he gets the job. It will be interesting to see Cap use guns instead of a Shield.
Am I for the move, not really, but I've already expressed my thoughts as to how they can fix this mess. Till then, I am intrigued as to how it will turn out. Make Mine Marvel

First, thanks for this link. Man, oh man, Marvel really is trying to stir things up. Do I like it? I am not 100% fond of it; however, what an interesting take this would be on Cap. Cap was essentially a Boy Scout, and this appealed to me about him as a character. He was Superman without all the Superpowers, but all the heart. Punisher, while he never thinks twice about his actions, still acts with a sense of right and wrong in the blackest and whitest of terms. If you hurt him or those he loves, he will exact revenge tenfold. He has the military training. Steve Rogers had military training. Frank Castle partook of war action on a level that most would agree was grittier than Rogers. While Steve Rogers as Capt. America was one of my favorite Marvel characters, I don't object to Castle as Capt. America, as this will bring a whole new level to the character, and really get more people interested in Cap and Marvel as a whole. Punisher as Cap will take no prisoners, shoot first and ask questions later. It looks like he will be far better equipped with weapons than the original, and when it comes to defeating supervillains and the like, a shield wasn't always effective (though Rogers managed very well), and some firepower wielded by an expert will be the strategy. I am actually intrigued, and will have to check this out. Do I love it? No, not yet, but I know if this pans out, and even if it is temporary (as I suspect will be the case), I will learn to grow fond of it. Thanks again for this info.

What a terrible choice… a morally flawed hero for morally flawed people. Marvel seems to have learned that they will not lose money by living down to the lowest instinct of their readership, while forgetting that they have a responsibility not to create lower instincts among their readership.
My sympathies are with Frank Castle for losing his family, etc. He has gone through terrible things, but I do not believe he has come through them stronger, or better. He is not, as Thor would say, “Worthy” of the mantle of Captain America. You don’t need to have a supernaturally enchanted hammer to be able to distinguish between those who are and are not worthy.
Captain America was a hero. If the Punisher disguises himself as Captain America, that will not make him a hero. He will be disguised AS Captain America, but he will not BE Captain America. He will be just another vigilante, sulllying and besmirching the name of Captain America-- and the Republic for which he stands!
It seems that patriotism, honor, truth and justice no longer mean anything to Marvel Comics.

Remember, people, The Punisher isn't a hero as much as he is a serial killer who targets criminals. Most Marvel superheroes don't want anything to do with him unless they have to.
It's a disgrace to Cap.
