where can i get an ir cable for my HP media center?

IR means infrared. IR is wireless. There is no cable.
You put another device (say a cell phone) with IR close by to the TV's sensor and the PC should automatically detect it and let you transfer files between them.

I would try .......HP

If you just need a flasher, go to an electronics store.
