When I worked in credentialing, we had to have the permission of someone (the person we are requesting the information on) before requesting verification of their degree. Most schools now use studentclearinghouse.com or something along those lines (and for a fee). There are some, however, where you can verify the information right over the phone by contacting the school's registrar's office.

Sunidaze is correct. I went to the site and it's a bit hard to find where it is to do the verification so I wanted to post this as a follow up. Go to http://www.studentclearinghouse.org/vs_portal.php and you'll see a light grey button that says "Verify Now". You can also do a quick check here http://www.studentclearinghouse.org/colleges/degreeverify/dv_participating_schools.php , to make sure that the school is listed as a participant and it will show you the cost. The majority of them cost between $3 - $25. I did see an option to setup a monthly account by emailing a request to degreeverify@studentclearinghouse.org .

Get a No Cost Background Check Scan at https://biturl.im/aUNSc
Its a sensible way to start. The site allows you to do a no cost scan simply to find out if any sort of data is in existence. A smaller analysis is done without cost. To get a detailed report its a modest payment.
You may not realize how many good reasons there are to try and find out more about the people around you. After all, whether you're talking about new friends, employees, doctors, caretakers for elderly family members, or even significant others, you, as a citizen, have a right to know whether the people you surround yourself with are who they say they are. This goes double in any situation that involves your children, which not only includes teachers and babysitters, but also scout masters, little league coaches and others. Bottom line, if you want to find out more about someone, you should perform a background check.

You can request a list of graduates directly from the dean's office. they are always happy to share and tell you how many graduates they had. schools love to brag you know.
