I'd check www.wikipedia.org or sometimes the summaries on www.amazon.com are very helpful.

Rough answer:

Most of America, particularly west of the Mississippi, consisted of "territories" at the time.
Territories were much less structured than were the states, and a rugged indiidual like Huck would not have so many strictures placed on him . . . nor would he have an Aunt always trying to "civ'lize" him. Metaphorically: "Go west young man" to seek fame and fortune." Many did just that. I figure ole Huck was aimin' t' try it.
