Now, what first comes to mind of course is Michaelangelo. If you're talking classic Ninja Turtles, Mikey is definitely the funniest 99% of the time.
But with their latest incarnation of TMNT, I'd have to say it's up for debate. Michealangelo will always be the joker of the group, but Raphael has his own brand of dry wit that never ceases to crack a smile on my face - especially when he jokes about how lame Michealangelo's jokes can be.
So basically, old school Mikey is funniest, but newer Raphael is funnier than newer Mikey.

I think they're all hilarious.

Raphael. I like when he gets mad. It is funny to watch him argue with Leonardo and others. Usually Leonardo though.
