I was watching FOXnews earlier today, and they were saying Giuliani was pulling ahead of everyone else in the polls. It's looking like a Giuliani/Obama or Giuliani/Hillary ad-flood in the next few months.
Then again, it's March of 2007; the election isn't for another 20 months, things could shift in a heartbeat.

Current data is irrelevant. No one knows as it is too early to tell. Often the least likely, very early on, turns out to be the president.
Hagel is the only true conservative in the bunch yet the neo-right hates him or doesn't know him. McCain use to be a conservative until the neo-right beat him into submission. Neo-cons are destroying the Repub party.

If by popularity, you're probably looking at Giuliani, unless maybe you mean McCain?
The third spot runner right now is Mitt Romney, so... Take your pick, I suppose.

according to the polls... early leaders are...
Rudy, who you don't seem to like... is No. 1
McCain is No. 2
Mit Romney is No. 3ish
some have Newt right there... even though he may not even run?
and then you get into your Duncan Hunters, Sam Brownbacks, Huckabees... basically the "other" category...
it's still early yet though... sometimes they come out of the "other" category... like Bill Clinton in 92...
and several have said they are not running already... Colin Powell, Condi Rice, Jeb Bush... to name a few of the bigger names... just to let you know who doesn't seem to be in it at all (of course, anything can change)
