I've heard of programs for homeowners that pay u to plant trees on your prop. in IL, anyone know what that is

I would like to know whom to contst and what kind of trees they allow you to plant in your backyard/

I would suggest you contact the local Boy Scouts Troop. They plant for free but unfortunately, don't pay YOU to do nothing...
