Call the Office of Public Affairs in your city, find out who you need to contact to have yourself placed on an agenda for a City Council meeting, and have yourself put on the agenda.

Address the Council about your concerns. The mayor may, or may not, be at the meeting; but your concerns will become a matter of record; and, hopefully, be addressed.

The best way is to keep repeatedly requesting in-person appointments. When they say no, sit in the waiting area outside his office until he sees you. Also, contact your local news stations...
