Funny and extremely odd question!
I am not (circumsized) and can never experience what it would be if I were. However, in simple imagination, this is what I gather...
You as a female would likely feel nothing different because the overall shape is consistent. And, even though you think that with skin (i.e. no circumsizion), you would feel some sort of flapping or whatever, it is likely not going to happen. When the guys thing is big, the skin stays below the glans once it passes the glans (make sense). As a result, it will be identicle to if it were circumsized.
The guy during sex would also feel no difference for the same reasons.

Circumcisions usually happen shortly after birth so most guys don't know the difference. Many circumcised guys don't even know they were circumcised because they were days old when it happened and they never had a chance to experience not being circumcised.

Supposedly there's more for the woman. In fact, it tends to desensitize it for the man when you are circumsized.
But, if you're adult enough, and over the age of 18, I'd say decide for yourself.
