My house has one wireless network, and my neighborhood has a public network close to my house. Both of them aren't very good. But if I could somehow connect to both at once, the internet connection should be a lot better.

Is there a program somewhere to do this? Do I need some kind of wireless card? Or am I just an idiot and this is totally impossible?

You can connect two wireless networks at once by purchasing what is known as a wireless bridge. But you will not be connecting to two internet connections at the same time. This will basically allow you to share files and play games over your two LANs.
