probably.. of she is not a citzen of canada, and the baby is, she may have to go, but he should stay with his father... here in the US, i have heard stories of mexican women who hop the border to have their babies here so they will be american citizens, then immigration takes the baby away and deports the mother... i know it sounds sad, but since the baby is a canadian citizen, he won't have rights in another country... for her to cross the border with ur grandchild, she would have to show some kind of id or something... i'm not exactly sure, but i am sure she can't legally take the baby...
