Drives do fail, you know.

Test it with another CDrom, like http://pclinuxos.com

How is it connected? It on the same cable as the Hard Drive? Separate Cable? You trying to read on Boot or after the computer running? What Brand/Model is the CD ROM? What Mother Board you have?

You need a win98 boot disk (floppy) to load the CD driver.
Follow the link below and download the "Windows 98 boot disk with CD-ROM support", than insert a blank floppy disk and double click on win98btcd.exe: this operation creates the boot disk. Leave the floppy in place and restart.

Please check to see if your cdrom drive reads other cds. If it fails you need to change the drive. it has nothing to do with drivers. I am sure you know how to connect a drive. Am also assuming you know to configure master and slave by using jumper.

Is it not reading other cds as well? if it is,then try reinstalling ur cd-rom driver or repairing it. IF the only problem is with ur win89cd then i guess the cd is probably damaged. Cheers!
