would someone give me an overview on what the presidential war powers act does?

Without a huge amount of details, it allows the President to send up to 50,000 troops, not counting equipment, to anywhere in the world he deems necessary. Any more than that requires that congress approves it. Now sending the troops does not include the budgeting for those troops. That power is in Congress' realm. So most Presidents inform Congress before acting.

Do you mean the War Powers Act of 1973?

It basically restricts the authority of the president to send large numbers of troops overseas, absent a Congressional authorization for the use of military force (AUMF).

That's why both Congress issued AUMFs for both Iraq and Afghanistan, specifically citing they were pursuant to the War Powers Act.
