Of course it is. Any direct stimulation of the male genitalia by a hand is considered masturbation as is any direct stimulation of the female parts down there. Of course since ther eis nothign wrong with regular masturbation (even for people in relationships) it is no biggie. So, why not join the fun and enjoy...

Yes. Masturbation is any act of playing with the genitals. I don't believe that there is a stipulation that says a man must ejaculate for it to count.
