It's insulation, if you remove it your paint on the hood will be adversely affected and it also deadens engine noise.

its insulation and a protection for the metal hood from any oil or coolant that might leak , it may also reduce the noise from the engine a little.
Unless you are doing a show car just leave it in place.

that is insulation it does several things for you... are you sure you want to remove it??
in summer it protects your paint from heat damage from engine bay...
in winter it helps keep the engine bay area warmer which in turn will make the engine easier to start in very cold weather too..
it deadens engine noise to make your interior area seem quieter
I would leave it in place but if its in poor condition I'd replace it with new..

seen quite some vehicles with certainly one of those factor. not sure what this is, yet my wager is soundproofing, waterproofing, vibration damper and so on... no longer plenty element in taking it off, this is there for a reason.

yes it is just inslation and will not make a diff in proformance. but if some one sits on your hood its more likely to dent.
