From historical views it appears that there were collective property right claims exercised by the rulers, kings, or the so-called religious gods or priests across various parts of the world.

Scotland began registering property in the 12th century. It is the oldest continuously-running land registry in the world. It is only in the past five years that they have moved the records from being created by fountain pen (ink guaranteed to last 100 years) to using computers. Interestingly, they now have more staff and take longer to register a deed than under the old system. Searches are no faster either.

Even though the property was registered as being owned by the king or ruler, the right to use or a lease was granted to various individuals.
