Considering the way that it's been in that division the past 5 years, the team that will be dominate won't be the team from the previous season.
With that being said, I think with the potential addition of Calvin Johnson, improvements to their offensive line/backfield (OT Luke Petitgout, FB B.J. Askew), competition at QB (Garcia, Simms) and a healthier Cadillac...the Buccaneers can make a serious run in the NFC South. They were hampered by Simms's injury last year as well as 2 to 3 offensive linemen that were out part of the season due to injury. They also have an easier schedule then they did last season, so that will help the situation as well. They've also worked on bringing youth into their defense and will continue to do so later in the draft.
I know it sounds crazy but don't forget that the season before last, before going 4-12 they were in the playoffs and it wasn't all that long ago they won a Super Bowl.

Saints (9-7), Falcons (9-7), Panthers (9-7), Bucs (6-10)
The Saints win in a sweep of Falcons and one win over the Panthers and one win over the Bucs. Panthers will have QB struggles Vick same face same story (runs-no passing game) Bucs? Their finished for another 2 seasons.

Looking at the these four teams, I would have to go with the New Orleans Saints on this one with Carolina playing hard enough to keep it close.
While everyone here keeps talking about Bush and McAllister, it is apparent that everyone has forgotten the man that makes this offense so dangerous: DREW BREES! Even without Joe Horn at WR, Brees dominated the passing game with Henderson, Copper and Colston (who was phenomenal as a rookie and will continue to improve). Brees also utilized the strengths of the RBs (Bush is a better pass catcher than McAllister, but Deuce is a strong runner) to exploit any defensive weaknesses that their opponents possessed.
Defensively, the Saints continue to improve with Will Smith and Mark Simoneau present. With the #27 pick, look for the team to bolster the pass defense by drafting a shutdown CB.
The Panthers will look to recuperate from the injury toll they suffered, but they may not have all the answers just yet to stop the Saints. The best that the Panthers can do for next season is snag a playoff wild card berth.

The Saints. I think the Falcons, Bucs and Panthers will give Reggie and Deuce some run for the money, but Reggie will roll out of the storm and head towards the playoffs. The NFC East and NFC North are dangerous roads!

Im a Saints fan, so I am going to have to go with the Saints. Brees is the best QB in the division. Bush is only going to get better and that is scary. But the main reason is they have already improved their defense. That was their weak point and with an improved defense they will be a more complete team. My only concern is the loss of Horn. I don't think it will sink them though, Brees can pass to just about everyone, but Horn was a pro-bowler and that kind of talent is hard to replace. Sure Colston had a great season, one great season does not equal a great career though.
But I think Tampa Bay could be a sleeper here though. Picking up Garcia for them was huge. And if the mock drafts are correct and they draft Calvin Johnson, they will be giving Garcia an amazing target. The Bucs could be the Saints of last year.

definitely not the bucs that team is still too weak
the panthers become more dissapointing every season
the falcons don't seem to change petrino isn't doing much different but they will be better than last season
the saints have the best offense and are trying to improve their defense. Winner: Saints.

I hope Carolina...but given the divisions past....it's up for grabs. None of the teams really have an advantage on the others at this point. We should just let it play out instead of guessing who's going to win it...Seriously...The Bucs win the Super Bowl the one year...then suck...Carolina loses the super bowl...sucks the next year...loses the NFC Champ game...and sucks the next year...Atlanta has pretty much always been super inconsistent with Vick, even though they managed to lose to the Eagles in an NFC Champ game...then New Orleans came out of nowhere to lose the NFC Champ game last season. Seriously, that division has no bullies in it like the NFC North. But because "you're only as good as your last season"...the Saints have the advantage right now...

no longer and not employing a commencing place on the offense and protection lines first. Matt Ryan won't make a distinction this 3 hundred and sixty 5 days and he will additionally fail in getting human beings to forget approximately approximately Michael Vick. Carolina has the skills to win, yet they lack the guts. New Orleans has the final shot, using fact Drew Brees is the final participant in that entire branch and he's pushed and so is the gang.

The Saints are the obvious choice, but I can't stand to be mainstream.
PANTHERS!! Their troubles last year stemmed from an O-Line in which three of five starters were injured. Watch for the return of these guys as well as O-line help in the draft.
Remember a two years ago, the licking that the Panthers put on the Bears in the playoffs? Everybody in the stadium knew that the ball was going to Steve Smith, and he still had an AMAZING performance against the Bears, for crying out loud. Guess what? With him (and hopefully a decent WR to line up against,) as well as a decent dual RB core (with DeAngelo waiting for his breakout year)? They might not be Superbowl champs, but they will be kicking butt in the NFC South.

Panthers, they had O-line problems last year along with Henning at O.C. Now that he is gone I think they will be the team to beat. Saints will be second because of great coaching. Atlanta will still spiral downward until they relize that M Vick is a thug with pads. Tampa will be better but not in contention.
