How do i get Lugia, Latios, Latias, and the Ledgendary Dogs, in Bue Rescue Team?

In order to get all of the pokémon you mentioned, you need the Surf HM. This is found on the 30th floor of the Solar cave. Take a pokémon that can float over water to be able to reach it.

Lugia is found in the silver Trench. Recruit the Legendary birds and obtain the surf and dive HM's (You get dive from Whiscash). Alakazam will tell you about a disturbance at the Legendary island friend area. Head there and the birds will give you a silver feather. This will open up the silver trench. It is a 99 floor dungeon packed with water pokémon, complicated by a couple of dragons. Lugia is at the bottom.

Once you have Surf and the Southern island friend area, an event where the Kecleon brothers are robbed will be triggered. This will open a new area, where Latios is the boss. Defeat Latios and he will tell you about Latias, opening another new area. Head to the bhottom of this area to save Latias. Once you've done this, they will both ask to join your rescue team.

Also, once you have Surf and the Rainbow peak friend area, a Spinda will visit your base. This will start a long treasure hunt like quest that will lead you to the legendary dogs. You will get a feather from Spinda and gain access to the fire field. Entei is on the 30th floor, but you can't recruit him yet. Beat him and he will change your feather and you will gain access to thunder field, where Raikou lives. Repeat the process to change the feather again and gain acces sto northwind field, where suicune lives. Suicune will turn the feather into the rainbow feather once you beat him.

With the rainbow feather, you can gain access to Mt. Faraway. Take a key to get the friend bow on the 35th floor. On the 40th floor, you will meet Ho-oh. Again, you can't recruit it yet. Once you beat Ho-oh, go and tell Spinda about your tale. Now you can go back and recruit each of the pokémon. also, recruiting Ho-oh opens up Mewtwo's home.
