Burpee is the market leader in the United States. I'm not sure it's the best, but I have always had very good results with their seeds. However, it's not the cheapest. Very very good variety though. Order the catalog.

i don't think i'd bother on-line shopping for seeds. the shipping would cost more than the packs themselves, typically. wal-mart, lowe's and home depot have fine selections. if you happen to be rural, your local hardware will have a lot of choices. mine sells sweet corn and green beans in bulk. $1.50 worth of seed corn had me handing out corn all season to my friends because i staggered the planting times.
