There is plenty of stuff you need for a sweet 16 that wouldn't be so expensive.
A place you pretty much need. It can either be at a formal place or at your own back yard.
Music. Either a Dj or just a loud sterio system.
Food && drinks is a must. Lots of chips and soda. Then like a big sandwich and of coarse the Cake. Make it special you can buy or make.
You don't have to have a formal party depending on what time of the year it is.
Summer- Pool = no dress. Just a cute bikini.
Spring- Club house = either or.
Winter- Dress. Can't have it outside. Has to be formal.
Fall= what ever. Doesn't matter.
My 16 was so fun.
no dresses no nothing.
Just kids hanging out at the community pool we rented out.
We had music over the sound system and just a cake and food. And a new bikini. It wasn't that much money. Maybe like 100 depending on how much it is to rent the place.

The more people, the better--just make sure to invite PEOPLE THEY LIKE :)
No ex-boyfriends or anyone "controversial." Years ago, my parents innocently invited an ex of mine (who was total putz) to my surprise 21st birthday party, and I was MORTIFIED when I saw him. So, think *CURRENT FRIENDS* for the guest list. Extended family is good too!
I think the theory of "the more the merrier" is based upon the supposition that most people feel happy when they think that lots of people like them, and want to celebrate them (plus, more people means more GIFTS for the birthday star--less pressure on YOU to buy stuff!) Also, the more people yell "SURPRISE" the more of a SURPRISE it will indeed be!
Teenagers should be easy to feed. I like the already suggested "pizza & soda" idea--you can't go wrong there. You can buy generic chips, too--no one knows what "brand" they are once they're in a bowl! :) Cups, plates and napkins should be inexpensive at an outlet party store.
You can plan your own fun or silly games--that's practically FREE, only requiring an investment of time. Try something like trivia about the birthday girl or boy. I did this at a bridal shower once, and it was great--fun AND informative (as well as gently competetive.) Devise ten questions about the person, (favorite color, movie, song, etc) and whomever gets the most right wins a prize (something little, maybe a $5 iTunes giftcard or fast food gift card--I hate fast food, but the kids LOVE IT!)

Since you don't have a lot of money, how about a surprise sweet 16 - maybe some pizzas (even frozen will do on a budget) and some soda. I'm sure the surprise will shock her and she'll just be glad to be with her friends, some good food and some music.

OK, last weekend I went to one of my best friends b-day party!!, it was really cool, there was like 25 people in a small house, but we had so much fun, but the most awesome part was the dear kinda game that we played, we all wrote a dear, and put in a small container, after that everybody just pass this pillow around and someone had to say something until the person stoped and who had the pillow had to do a dear...it was pretty cool, we saw it all!!!, dancing, eating diskusting stuffs, a guy wearing a dress!!!...it was so much fun!!, and its never boring :D ...so I'll highly recomend it!
