You can't judge a book by its cover. Although an ant is small it can carry more per its weight than a human can. As a result, it can move a mountain - IE mountain of sand, mountain of dirt. The "mountain" also refers to that which is relevant to the ant.

I think that it means that even small ants can move something so large as a mountain when they work together to do it. it sounds like an encouring kind of statement - i think the message says that just about anything is possible if you work together and help each other out.

Ants are one of the strongest creatures in proportion to body mass (I believe); hence the stories about ants carrying away picnic baskets...etc.
If several "ants" (i.e. hardworking people willing to "pull their weight") cooperate, they can accomplish large tasks (i.e. "move mighty mountains").
"Together, we can acheive anything" type of message.
It probably also means that we shouldn't judge someone's capabilities based on their physical appearance/perceived mental capabilities, etc. "Give people a chance and they might surprise you" kind of thing, since even the tiniest creature is capable of doing great things.

Buy a large can of raid cause ants multiply, and they stink when you squash them...
