along with a good jog in the morning and a good work out in the afternoon eat a lot of rice, potato's, breads and pasta. do not eat a big serving at one sitting but you will have to eat about 5 times a day. definitely drink a lot of water , muscle milk and protein shakes ( u can find them @ gnc) .

if you have not much money, and only want to do bicept and arm work try getting some big bottles of water 1L of water = 1 kg of (0.2 Gal=2.2 Lb's) and do bicep curls and the like, three sets of 10-15 reps, 5 days a week will deffinantly be a good start point

Pushups won't fill out your biceps.
Pushups wILL help you with arm size. Do 10 pushups and you can feel that they work the muscle underneath the arm.

you want to do CURLS. Arm curls. Several good suggestions in the other posts on how to make your own weights.
