You don't need a degree to become an anime artist. I don't even think it's there's a degree out there that would give you just that kind of training...outside Japan, at least. And I certainly do not suggest going to Japan unless you intend to learn Japanese.
But a degree helps. Look into art schools if you're truely passionate about doing art. You probably won't get to do too much anime styled stuff, but you'll learn what you need to know and from there you can take on any style you want.
It would be hard to make a living at it though. Not impossible, but hard. It's probably a good idea just to keep it as a hobby.

In any art form there is no substitute for talent. If your stuff is good you will find work in the field. If you can find courses of study that help you to improve and refine your technique so much the better, but in the end it is what you can draw that will attract publishers or studios, not some diploma or degree.

'anime artist' isn't a job. you become an artist first, like an illustrator or animator or whatever, and if it happens to be anime, it happens to be anime. whoever you work for will be accepting you more on your talent than on what degree you have.
