I would like to report a photographer who took my money and promised me pictures and never went threw

The Attorney General's Office, or The Better Business Bureau.

Contact the local prosecuting attorney. File a claim with the better business bureau. Take him to small claims court. Report him to the state attorney general.
Do all these and you'll get his attention.

I think even in Michigan you folks have a better business bureau. Do a google search.
