Your baby will come when he is ready to come. There is not a lot you can to do encourage or discourage it. The one thing I would suggest is, if you are hoping *not* to go into labor, avoid having sex. Semen ripens the cervix and orgasm can cause contractions that can turn into labor.
Being dilated already really means nothing. You can walk around for a long time dilated to 1.5 cm. How far dilated and effaced you are really means NOTHING unless you are in active labor. It's just another way that docs attempt to "manage" your pregnancy and birth. Honestly, it's useless info at this point.
With my first, I was 3-4 cm and 100% effaced for a week or more before going into active labor.
Many second time moms are 1 cm from conception since they don't ever close up as tightly.

Going into labour is physchological. I am due my fourth on 18 March and my last 2 were much earlier than that so the midwives are surprised baby has not come by now!
However I have had a really nasty virus and have a bad cough and I have been hoping baby would wait on until I get a bit better, as over the weekend I was so ill I couldnt sit up, never mind think about giving birth, that would have been a nighmare as I had a severe fever etc.
Thankfully baby has waited til now and I am a little better, and I am hoping he/she will make an appearance next week rather than this week in order to allow some recovery! The way your hormones interact means that if you are really not physcologically ready for the birth, it probably won;t happen. The hormone to start labour comes from your brain. I know of lots of cases where women have 'waited' until their partner/mum is home or they moved house, etc. Hopefully everything will be ok, for 22nd (or after!) especially if it is your first.
Rest on your left side and don't do anything too strenous, avoid fresh pineapple and drink plenty or water, being dehydrated can send you into labour due to the concentration of hormones.

Please try not to be scared. It'll all be fine.
Chances are with a first baby you will go overdue. Up to two weeks overdue is fine. After that, they usually induce. I went overdue by 10 days but there's no way of knowing.
To avoid labour, take it easy. Relax (very important throughout anyway). I also heard you should avoid spicy foods or sex - not sure how true these are! Usually people want to speed up reaching labour ;)
It can take any amount of time to fully dilate- hours, or days, I think sometimes even weeks. Everybody is different. Avoid too much exercise though.
About the pregnancy - try and stay very calm, and trust in your body. I gave birth last year at 23 and was very nervous. I hate pain! However I stayed very calm, and concentrated on breathing in, then breathing out, slowly. That's all I thought about. My boyfriend even repeated "breathe in, breathe out" to me.
It was awful weather - snowing really bad, and I only just reached the hospital on time. That night, I was the only woman who gave birth without pain relief (gas and air only, which I found took away almost all the feelings). I was lucky, but they said it was also because I just breathed slowly and tried to relax, or concentrate on doing what the nurses suggested.
Even if you are on your own for the birth, but hopefully you will have some support, just trust in yourself. You'll do fine.

You could stay dilated to 1 inch for quite awhile. If this is your first baby, chances are you'll go past your due date anyway. (Those are the odds, at least.) I haven't heard any way of holding off labor (most women want to know how to induce), so I would just suggest avoiding the things people do as an attempt to induce it - no sex, no exercise, try to walk as little as possible (but don't lay around for hours at a time without moving at all - you risk developing a clot), and basically just take it easy. It's really all up to nature though, so cross your fingers. Good luck to you, you'll be fine in labor - you made it this far, you can do the rest!!! Congrats!

The hospital can delay labor with a magnesium drip from the IV. But, they only do that if there's preterm labor. I don't think that they'll be able to help you with that for just waiting on a family member.
Maybe you can contact the Red Cross to help with the visa. They can probably issue your mom a temporary one for the labor since it's kind of an emergency. I know they do that for military families. If not, you could try to have your mom 'with you' via live webcam. That's as good as you can get if she can't be there physically with you.

You cant stop nature. If you go into active labor than you are going to have the baby despite if you want to or not. Sorry about the fact that your mom may not be there but there really isnt anything that can be done.

your cervix can start to dialate way before you go into labor just try to relax and dont stress with out drug there is no one to stop labor once its started so i hope for you the little one wants to incubate a little longer.

Sorry, but you cant tell your body when to give birth. But I remember when I thought I was in labor, I was told to walk alot to help speed it up...so I guess take it easy. Relax, and let nature takes it course. I hope your mother gets to make it on time. Good luck and I hope you have a healthy and happy baby!
