Codes of ethics are defined for each profession, so the rules of what is and is not acceptable vary depending on the profession.

It depends upon your perspective. Many would call the 10 Commandments the top code of ethics. Others would say the combined laws of the nation constitute a code of ethics.

For attorneys, each state has its Disciplinary Rules, and the American Bar Association has a code of ethics as well. Many professions have their own codes of ethics... calling one "the top" seems off the mark.
