My suggestion: play through the game and never get any cars. Just get the pink slip from bosses, and sell their cars because there's this reward if you manage to save up one million. If you just want a car, go to the car shop. I think it's the blue or yellow icon on the map.

i defeated a boss and i grabbed a pink slip for it. it depends also what system you have because the 360 has a capability to download a free car pack on the marketplace.
