Does the song, "April 26, 1992" talk about an event in history, or is it just a song?

In the song it's actually a mistake. It was in fact April 29, 1992 that they were meant to sing about (isn't the title actually the 29th?). It all deals with the Rodney King police beating verdict. Riots happened in Long Beach and area before the 29th but the ones that happened in LA on and after the 29th were large scale and much more publicized. In "Wicked" by Ice Cube, he references the 29th too. "April 29 was power to the people".

it has to do with the riots in los angeles. the rodney king thingie.
