If I submit an article to GoArticles.com, can I also submit the SAME article to ArticleCity, EZineArticles, and others?

I don't think that submission of your (own) article to many article directories and e-zines should be a problem for Google and other search engines due to duplicate content. There are many established article submission services/softwares that distribute your articles to thousands of article directories, and they are still existing and doing very well. I'm submitting my articles with a article submission software to 450 article directories very frequently.

It could be more a problem to publish the same article first in arther ezines and then in your blog.

Yes you can. There actually are submission sites that submit them to thousands of article pages so go for it.

Yes, provided that you own that article and has all the rights to reproduce them on other websites.

I will suggest you to submit one article in only three to four websites .................

Be in limits, if you cross them you will be axed by Google.

Google has recently activated it duplicacy filters.
