You can either do it, or you can't. It has to do with the way certain muscles are nerves are wired up. If you don't have the right wiring, there is no way to learn it.

For example, I can't do it. But what I can do is wiggle my ears independently. A lot of people can't do that.

It's just one of those talents that some people have, I think.

If you practice in the mirror enough, I'm sure you'll learn to memorize the muscle movements it requires.

I can't raise one eyebrow either.

shave one eyebrow off, and then simply raise both.

try to raise your eyebrows and at the same time try to wink with one eye.......
