Didn't you just do it? Example:

"Ransom of Red Chief" by O.Henry

Time: 1910 - over the course of a couple of days
Place: Summit, Alabama
Weather: Not specified, assumed sunny and warm
Traditions: Camping is mentioned
Customs: Native American tradition of "scalping" is used as comedic setting
Dialect: Early American Southern "There was a town down there, as flat as a flannel-cake, and called Summit, of course. " (Although the narrator, Sam Howard ,uses big words to sound smarter than he is...technically falling under the catagory of character, not setting).

If you are writing your own, then you could say "The sleepy Southern town had no idea what was about to hit it; no one this crafty had come for years...at least since 1901. Sam and I were about to teach these hicks a lesson in what we called 'money alleviance.' Camped out in the woods outside town, we began to formulate our plan...

A new short story based on O. Henry's :)

Walking down the busiest street in New York on my way to the most important meeting for my career I decided that luck just wasn't on my side. The rain started coming down, getting me (and my best dress suit) drenched! Along with that, the potholes in the street were filling up rapidly and of course the motorists were taking no heed. They must think that it is fun to drench pedestrians with mud and grit. BEEP! BEEP! BEEP!
"Great!" I thought to myself. 8:20. 10 minutes to get to the meeting and I look like this. If I'm able to keep my job after this, I 'll be very surprised. (Not to mention, Thankful!)

Hope that helped! I tried! Good luck and God Bless!
