Here's a rust paint best buy: KBS system sampler for $16. It has enough prep products & rust paint to do a 12 sq.ft. area. This stuff works great and stops rust dead!

Scrape the bubbled rust off, then grind/sand/wirewheel until you have all the loose scale off. Apply rust converter (available at your parts store) as directed. Feather the edges of the paint with 400 grit sandpaper then prime, using "bodyshop type" primer. After the primer is dry, sand lightly with 400 grit paper and then paint. If you find there's a hole, use a pointed hammer to knock any remaining rust away while tapping the edges down below surface level. (apply rust converter at this point) Fill with a fiberglass based product such as DuraGlass. Sand the filler level then finish smooth with a 2 part glazing putty. Then go through the prime/paint procedures.

Surface rust is no big deal. You've got to neutralize the rust, prime and repaint the spots where the rust is heaviest. Some people actully LIKE rust as it adds to the "patina" of the vehicle...

You should sand the rust down to bare metal, then prime the bare spots, then paint and finish the bad areas. It's not a big job, but it will be labor-intensive (read: "expensive") if you elect to have it done professionally.

OMG, I had to have certainly one of those painted approximately 2 years in the past (it replaced into silver, regardless of the indisputable fact that). i replaced into using my boss' vehicle working errands and that i subsidized into some jerk's monster-truck with a huge steel winch on the front of his bumper (it replaced into below i ought to work out and caught out like 12 inches from the front of his truck). I scratched an outstanding gruesome gouge interior the paint and had to have it fastened at a nearby detailing coach. the fee replaced into basically below $2 hundred.
