That's just a signal to the UPS route driver as to whether s/he needs bother stop in at that business that day to pick up parcels. If s/he doesn't have a delivery to make and the business has no out-going packages, there's no need to stop in.

Probably signs telling UPS drivers that "yes" they have a package to be picked up, or "no" they have no packages for pickup.
