You need a drivers license to operate a vehicle on a public road, private garage is the owners discretion.

It is not necessary since the vehicle is on private property. Although it is rare for a mechanic to NOT have a valid driver's license, since he/she will have to road test some repairs, it is not unheard of th have an non-driver's licensed mechanic.
