By limiting government action in certain areas.

In fact, when people talk about "rights" they are not using the term correct. People don't have the "right" to free speech.

What they have is protection from excessive government interference or regulation of their speech.

It gives the government rules to run by so they don't become an oppressive totalitarian government and the Bill of Rights protects the freedoms of the population, although it does not always follow them.

The Constitution doesn't exist according to our present day government. Where have you been???

The Bill of rights gives freedom of speech, protection of search without a warrent, right to a fair trial etc........
