It's a good idea making a website header incorporated in the site background?

Instead of placing a header (JPG) can I place the header (with no text on it) as part of the backgorund picture, adjusting to screen size and improving the download speed?

I would recommend keeping the header image and the background separate, so you can control them independently.

So far, so good -several sites use that sort of thing - but (opinion of course) there should still be a crisp and clear few words at least identifying the website or its owner...

yes you could but it wouldnt look as good
