Yes. Article IV Section 2 of the Constitution:
"A person charged in any state with treason, felony, or other crime, who shall flee from justice, and be found in another state, shall on demand of the executive authority of the state from which he fled, be delivered up, to be removed to the state having jurisdiction of the crime."
Upon presentation of a valid request for extradition, issued by a Michigan authorities, any court in Arizona would require someone to be transferred into the custody of Michigan police officers.
Enforceing the Arizona order becomes tricky, however, if the person is not already in the custody of Arizona.
