Some map keys show elevation using two measurements. What are these two measurements?

Usually feet and meters. Check then out, if the ratio of the measurements is about 1:3.1, this is so.

I agree with feet/meters..but maybe they mean:
1. contour intervals (or contour lines)
2. colors that correspond to the legend
