Taskbar Resizing:
You can expand or reduce the size of the Taskbar by hovering your pointer over the top edge of the Taskbar until the pointer changes to a double-ended arrow. To change the size of the Taskbar, click and hold the left mouse button while you drag the pointer up or down to increase or decrease the Taskbar's size. If you inadvertently decrease the Taskbar to less than one row high or one column wide you won't be able to access icons.

Taskbar Relocation:
Click and hold the left mouse button on it and drag it back down to the bottom of the screen, then release the mouse button and it should relocate to the bottom. Then right click on it and click on "Lock the taskbar" that will stop it from moving again.

One thing that might help is right clicking on your desktop and clicking properties, then click the tab on the top of the properties bar that says settings, then there should be a little arrow type thing that you can drag across a line that on one end says "less" and the other side that says "more" move it to the more side, this will increase the resolution, maybe you have your resolution very low that is causing everything to be very large.

They get a glitch sometimes, and won't stay where you put them after a reboot. Try dragging it to the other side of the screen, reboot and then drag it to the bottom and reboot again. I know it sounds strange, but I've fixed a few of them that way.

right click on the task bar and remove the tick from "lock the taskbar" then resize it just like you've already done when it's the right size right click on the task bar again and put the tick back in "lock the task bar"
