You could Yahoo or Mapquest for the map you need. Open it up in Photoshop or Paintshop Pro. Add a new layer to the image and trace the underlaying map with lines to simplify it. I have done that before and it works great, or just free hand draw it and scan/copy to your pc and use MS Paint to trace the drawing.

I have a feeling you might have to construct it manually using some desktop publishing tool such as CorelDraw or Illustrator.
Another way is to copy a map from mapquest.com and edit the graphic file in Adobe Photoshop.

That type of vector graphics image should be fairly easy to create with Inkscape.
