my understanding is that you can run for office of president two consecutive times, and a third time non-consecutively

No. the 22nd amendment sets a term limit for the President of the United States, providing that "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once." The United States Congress passed the amendment on March 21, 1947. It was ratified by the requisite number of states on February 27, 1951.

No and before it was limited Constitutionally, it was done voluntarily (limited to two terms). Of course the only one to serve more than two terms was Roosevelt, a Democrat (figures), everyone else followed George Washington's example. So to answer your real question, Slick Willy Clinton can not run again.
