If you don't actually need something, and you are just looking then check out clearence racks. If you find something that you like (and will actually wear) then you can buy it for a little, and sometimes a lot cheaper than usual.

I find the best thing to do here is to decide if something is a classic or a fad. I have a lot of items, pants, jackets, skirts, that are classics, and I keep those items in my closet because they are dependable. Things that are fads, I buy only one or two of per season, because I know in a year I will sell them on ebay. Ebay is great for this, because you can recoup some of the money you've spent to stay in style. Another thing that helps me not buy frivolous items is staying within my personal best color range. I know what colors look best on me, and if orange is in this summer, and I look hideous in orange, I simply don't buy it. My skin tone limits me in that way, and having that as a guideline is a good thing. I also won't buy something if the cut doesn't flatter me. I see that swing coats are in again. Won't buy one. I have a short torso, so my clothes must have a waist, otherwise I look like a tomato in heels. Sometimes it's best not to buy something that's in, if it's not in for you. B-t-w, stores like Loehman's, Marshalls, and TJ Maxx, are good for finding items that are current but marked down, if you have the time to rifle through the drek, which there is a lot of.

SALES! Keep an eye our for sales, especially at department stores like JC Penney and Macy's they'll offer coupons and have excellent clearance racks. Often they'll dicount off discount prices with coupons.

Buy pieces that can really mix and match. Get some basics like a good pair of jeans, a sweater, plain tops, and then mix in some trendy and funky pieces that can change the entire look. Look for shoes that will go with all of your clothes (shoes can take a big chunk of your budget) For cheaper shoes try Charlotte Ruesse or Payless.

Also, make friends with people that work at clothing stores, they usually get good discounts. :-p
